In the village Ryzdvyany, Stavropol Territory, an off-site meeting of the "round table" of the Committee on Agrarian Issues of the State Duma of the Russian Federation was held. The legislative support for the development of land reclamation and the restoration of reclamation systems was discussed on the example of the Stavropol Territory.
The meeting was chaired by Vladimir Ivanovich Kashin, Chairman of the State Duma Committee on Agrarian Issues. It was also attended by: Chairman of the Duma of the Stavropol Territory Nikolai Timofeevich Velikdan, deputies of the regional parliament, members of the Government of the Territory, representatives of relevant ministries and departments, local governments, agricultural producers. The scientific agrarian community of the region was represented by: Acting Rector of the Stavropol State Agrarian University, Professor Valentin Sergeevich Skripkin, Dean of the Faculty of Agrobiology and Land Resources of the SSAU, Professor Alexander Nikolaevich Esaulko and Head of the Department of Soil Science named after V.I. Tyulpanov, Professor Valery Sergeevich Tskhovrebov.
Opening the meeting, Vladimir Ivanovich Kashin noted a special approach to the preservation of fertile lands in the Stavropol Territory. He also stressed that the Stavropol Territory is the leader in the country in terms of the annual commissioning of new irrigation areas.
“Our science, our soils allow us to create unique varieties, to get more than one crop a year, especially in such territories as the Stavropol Territory,” said the Chairman of the State Duma Committee.
At the same time, according to Vladimir Ivanovich Kashin, the areas of fertile land in the country as a whole are declining. Thus, since 1990, the sown area in the country has decreased by 37.3 million hectares. At the same time, more than 70% of irrigation systems need reconstruction. According to the parliamentarian, in order to overcome the current situation, it is necessary to increase the funding of the state program for involving agricultural land in the circulation, of which the Stavropol Territory is also a participant.
During the event, the topics of cost compensation, the cost of water, the state of hydraulic structures and their reconstruction were also touched upon.
