The reports on the development of national relations and the national policy of the Soviet state at the All-Russian Scientific and Practical Conference dedicated to the 100th anniversary of the formation of the USSR held in Stavropol State Agrarian University caused heated debates and serious controversy. According to some historians, today's problems, including the events in Ukraine, are connected with the mistakes of that time.
The mentioned scientific dispute was caused by the report of Tamara Bulygina, Doctor of Historical Sciences, "The formation of the USSR: prehistory, the process of birth and results". The cadets of the Donetsk Higher Combined Arms Command School who participated in the conference were interested in the question of what would have happened if, at one time, not Lenin's, but a tougher Stalinist project had been adopted as the basis of the national policy of the USSR. It would not have saved the country from further problems.
